First, have a BOD Member draft the team.
Then, you call the parents of the team members and have a Team Meeting.
At the meeting you state the team needs a manager and a coach or two otherwise the kids will not be able to play.
Sorry, no manager, no team.
Do the same thing for the Tee-Ball and single division teams.
Call a parent meeting and explain the "no manager no team" situation.

11 teams have managers.
Draft is on Wednesday.
Only 1 of those missing 8 managers would be involved in the draft.
The rest are either Tee Ball or one-team divisions.

Pretty simple, tell them no managers no teams.
Tell them their money will be refunded.
Tell the you hope they come back next year!
I've never had a problem getting managers/coaches, I guess I've just been lucky!😁
Normally we have more manager requests than we have teams.
You said you need 8 managers, how many teams do you have managers for?
Have you drafted your teams yet? (had a BOD Member draft the team(s) that had no manager)

What do you do if it's crunch time and parents are just not stepping up to manage a team?
I need 8 more managers and I'm getting nothing but crickets from the parents.
What are some tricks?
