Little League Town Registering Non-LL Town

I just saw in our town paper that a nearby Little League is accepting registration from two nearby towns that are non-little league.
Are they allowed to do that if the two nearby towns do not have little league?
They just have XYZ Baseball...

Legally they can only register players whose parents/guardians live within their boundaries or players who attend school within the league boundaries.

The league would need Out-Of-Boundary Waivers for players not meeting one of the above two residence criteria and that includes player who reside in areas in which there is no Little League.

The other option is the league could request to expand its boundaries to include the area where these players reside/attend school.
Depending on the size/population of the other towns the boundary expansion may be denied.

If they did put in a request to expand their boundary, would they need to let the non-little league towns know?

Who do you want them to tell/ask?
If the town wanted to start it's own LL it is free to do so.
Seems it may be happy with XYZ Baseball.

My old DA approached several towns in the area that did not have Little League.
In the course of 3-4 years two of the towns started local Little Leagues with his help.
In another case, a local LL expanded its boundaries (with approval from Williamsport) to include part of a neighboring town that did not have LL.

Can the LL town register out of boundary players for the XYZ non-LL then submit a waiver?
I spoke to someone for the LL town and the reason they are doing it is because their numbers are down and they need more teams.

Can they register first and then ask for a Waiver, Sure, but what happens if the Waivers get Rejected?
That's the "risk"!

To me, the better way to go is request a boundary change.

If you just go the Waiver route, if granted, they would most likely be for Regular Season Only and you would need to apply for the Waiver every year.

If you expand your boundaries then everyone that registers has full eligibility year after year after year.

Put it like this... if your DA gets wind that they are doing the "register now, mea culpa later", that DA has a moral obligation to all of his leagues to give a negative opinion on those Waivers or expect every league to be able to do so.
