We are not going to allow it anyway, but does LL even give Waivers for 13s to play in Majors?

Just looking for more ammunition.

You can ask for a Waiver for anything, even for allowing 13s in majors.
That said, personally I have never heard of a Waiver being approved allowing 13s in majors.

I have never heard of it either, and as I said we are not going to allow it, but I can truthfully say no one has ever told me it happens. :)

A few weeks ago, my league president submitted a waiver request for a 13 yo to play Majors this season.  It was denied/disapproved by Western Region.

Regions do not approve/deny those Waivers, it's up to the Charter Committee in Williamsport.
It was most likely denied in Williamsport and word came back to you through the Western Region.

At least I hope that's what happened, I'd hate to think the Western Region is over-stepping its authority! B)

Why would LIttle League explicitly change the age rule to eliminate 13s from the World Series and then approve a Waiver for 13s?

We lost 12 kids who had summer birthdays from last year.
They never played one inning as a 12 last year.
