Congress Agenda for 2018

They are discussed and voted on by the DAs at Congress.
Then, for the ones that pass and are subsequently approved by Williamsport decisions are made which (if any) go into effect immediately (in 2018) and which go into effect in 2019.

I see someone posted rules changes in November but now there is this addenda
Help me understand ? The rules being discussed here are for the following season? Or does little league usually announce rules changes right before meeting and debating more rule changes?
Consider me confused
Congress happens every four years. Typically the changes at Congress are larger than your normal rule change. (I say typically because, well... there have been exceptions.) The changes you saw earlier came from the Little League Board of Directors, which also sets the Congress agenda.
Congress is a "convention" format that includes this agenda. There are educational pieces and other forums, as well.
Some of these may get implemented immediately after Congress. (e.g. 15-run rule would probably become immediate.) Others may wait until 2019 for implementation if it would cause too much disruption. (e.g. Item 1)

I think some leagues will go overboard with the number of 12s on a team and, as a result, have fewer 11s in majors.
RSNYDER6 - looks like everything that was approved goes into effect this year (2018).
This stuff probably won't be in the rulebooks so you will need to give a copy of these "changes" to all of your managers/coaches/umpires.

Bigger leagues already suppress the number of 11s in Majors to stay at/ under the 10 team limit, it's going to be even worse now.
I do like the 10 game Senior season. I'm sure they got a million of these waivers every year so it helps out leagues/ districts in most places.
15 Run rule in 3 innings is definitely going to increase running up the score in tournament play.
